Shockoe Bottom is where Richmond's commerce started, on the flats along the river below Church Hill. Most of the residential stock is converted tobacco warehouses — Tobacco Row — now loft apartments with brick, timber, and big windows, plus the bars and restaurants of Shockoe Slip. Those buildings don't have a curb you toss a couch onto: everything goes through a freight elevator and a loading dock on a reserved window, usually with a Certificate of Insurance naming building management before the elevator is released. Does the City pick up in the Bottom?

Not in a way that helps a Tobacco Row loft. The City's free Bulk & Brush program (DPW, 804-646-6430 or 3-1-1) is residential, curbside, and biweekly — it assumes a house with a curb and someone to drag things out, and it can run up to two weeks behind. A converted-warehouse building routes junk through the dock, not the street, and after a flood you don't have two weeks to wait on soaked furniture.
