The City hauls your bulk for free — so why would anyone pay? Because "free" has fine print: it's curbside-only, biweekly, and you do the lifting. Here's every real limit of Richmond's Bulk & Brush program in 2026, laid out honestly next to flat, same-day full-service.
The honest trade-off
There are really two ways to get a bulky item out of a Richmond home: put it at the curb and let the City of Richmond Department of Public Works collect it for free, or pay a crew to come carry it out and haul it away. Both work. The difference is entirely about time and labor — who does the dragging, and how long you're willing to wait. The free program is the right call for a lot of jobs. It's also genuinely unhelpful for a couple of very Richmond situations, and knowing which is which saves you either money or a wasted afternoon.
How City Bulk & Brush actually works
The DPW runs Bulk & Brush as part of regular City trash service. It's collected biweekly, tied to your recycling week (the schedule is set in City Code §11-103), so depending on where the calendar sits, you can be waiting up to about two weeks for a pickup. Here's the full set of rules that trip people up:
- Curbside-only. Everything has to be out by your trash cans, at the curb, the night before your collection day. Crews don't come inside, up steps, or down to a basement apartment — the getting-it-to-the-curb part is entirely yours.
- Brush is size-capped. Limbs and yard brush have to be cut and bundled to roughly 48 inches (about four feet) to be taken.
- Appliances have their own rules. Refrigerators, freezers and AC units contain refrigerant, so they carry separate handling requirements and a possible fee — you can't always just leave one at the curb and assume it's gone.
- It's biweekly, not on-demand. There's no "come today." You get the next scheduled window for your address.

The seasonal free option: Neighborhood Cleanup
There's a second free City program worth knowing about. The Neighborhood Cleanup sweeps run on select Saturdays from March 14 through November 5, 2026, rotating through the city's 15 neighborhood zones and taking bulk, trash, appliances, tires and brush all at once. If your zone's Saturday happens to line up with when you need the stuff gone, it's a great deal. The catch is the same one: you stage everything at the curb yourself, and you're at the mercy of the rotation — your zone might not come up for weeks.
And the self-haul route: CVWMA drop-off
If you own a truck and don't mind the trip, City residents can self-haul bulk, brush and appliances to a CVWMA site for free — the East Richmond Road Convenience Center (3800 East Richmond Rd) or the Southside Transfer Station (3520 North Hopkins Rd). Virginia bans TVs and computers from the landfill, so e-waste gets routed there too. Refrigerant appliances carry a small freon handling fee. It's free-ish, but it assumes you can lift a fridge into a pickup and give up a Saturday morning.
Where the free program quietly falls apart
Every free option above shares one assumption: that you can get the item to the curb. That's the assumption Richmond's housing stock breaks. In the Fan, Church Hill, Oregon Hill and Jackson Ward, homes have no driveway and often no rear-alley access — the couch has to be carried down a flight of interior stairs and out to a street you don't have a truck parked on. Add the ubiquitous "English-basement" garden apartments reached by exterior stairs, and "just put it at the curb" means muscling a sleeper sofa up and out by yourself. And a mattress or a sectional isn't going to sit politely by your trash cans for two weeks without becoming the block's problem. When the free program can't bridge that gap, that's exactly where paying for full-service earns its keep.

So which should you use?
Use the free City program when the item is already easy to move to the curb, it's not urgent, and it fits the rules — a chair, a small table, a bagged pile of yard brush cut to size, from a house with a walkable path to the street. There's no reason to pay for that.
Use paid full-service when the thing standing between you and "it's gone" is the carry or the clock: a sofa two flights up in the Fan, a fridge in a Bellevue basement, a whole VCU apartment's worth of furniture the week the lease ends, or anything you need gone today rather than in two weeks. You're not paying for disposal you could get free — you're paying to not touch it and to not wait.
