Does the City of Richmond pick up basement junk?

Not from the basement — and that's exactly the catch. The City's free Bulk & Brush program (DPW, 804-646-6430 or 3-1-1) is curbside-only, collected biweekly on your recycling week, with a roughly 48-inch size limit and separate rules for appliances. Every one of those items has to already be at the curb — which means dragging a dead chest freezer, a mildewed sofa and decades of soft, heavy boxes up a narrow basement staircase and out to the sidewalk yourself, then waiting up to two weeks with it parked out front.
